U.S. companies are faced with two key Information Technology challenges. First, after a decade of rapid globalization, U.S. companies are seeing disadvantages of offshoring software production, in particular issues relating to quality control and intellectual property protection. Second, companies are challenged by recruiting and retaining IT talent. In several key markets, there is a negative unemployment rate for IT jobs as positions go unfilled either because talent cannot be found or cannot be attracted to high cost of living metropolitan areas.

Onshoring IT jobs provides U.S. companies with solutions to address these two challenges. IT jobs are brought back to the U.S. by locating jobs in lower-cost cities and regions where savings can be passed on to U.S. companies. In addition, these locations offer employees a lower cost of living and improved quality of life as they are outside the zones of urban congestion.
